The Cowboys had a ton of draft picks thanks to the Hershel walker trade and Jimmy Johnson basically inventing the draft value chart and moving picks all the time.
They found late round gems because they drafted a ton of players. So the odds of hitting went up and Jimmy Johnson was also a great talent evaluator.
We now have tweedle Dee and tweedle dum running the trades and draft picks.
Yes, player development is important. But some players just are not going to make it in the NFL no matter who the coach is.

Nate Newton went undrafted in 1983 after he came out of college. He was signed as an UDFA by the Washington Commanders but was cut during training camp. That's how bad he was. He then joined the Tampa Bay Bandits of the USFL, playing two seasons there as an offensive tackle.
After the USFL folded, Newton signed with the Dallas Cowboys in 1986, where he became a key offensive lineman, playing primarily at right guard and later right tackle. It was Cowboys O-line coaches, Tony Wise ('89 - '92) and Hudson Houck ('93 - '99), who developed Nate Newton into a 6x Pro Bowler and a 3x SB Champion during the '90s.

Similarly, the same happened to Mark Tuinei. Although he was selected by the Boston Breakers in the 19th round (227th overall) of the 1983 USFL Draft, he opted to sign as an undrafted free agent with the Dallas Cowboys in 1983. He made the team as a backup defensive tackle.
Considered one of the strongest players on the team, in his first two years he played mostly on special teams and short yardage situations, while being a backup at both defensive end and defensive tackle. In 1986, he worked at all three offensive line positions until settling at offensive tackle. By '89 when Jimmy Johnson became the Cowboys new head coach and brought Oline coach, Tony Wise, with him, followed by Hudson Houck, Mark Tuinei blossomed into a stalwart 2x Pro Bowler and 3x SB Champion Left Tackle.

Clearly, all NFL teams didn't believe both Nate Newton and Mark Tuinei had much talent at all since they both went undrafted and had to work their butts off trying to make the team (Cowboys) for several years while playing at different positions until the correct Oline coaches were able to coach them up into Pro Bowlers and SB Champions.
How do you develop 24 - 1 year contract players.Just from a general observation standpoint it seems the oline picks have developed over time far more successfully than dline/front 7 picks.
Granted, the oline has been chock full of first round selections but still. All those picks developed and supported/exceeded first round selection return on investment.
Jury still out on Guyton as the exception.
Seems the opposite with the DL/LBs although far less 1st rounders have been consistently drafted.
Unfortunate draft philosophy on previously injured players with Jaylen, VanderEsch and maybe even now Overshown reveals that the thought process on selecting injured players is a poor one needing immediate change.
Micah kinda fell into their lap and Mazi proves to be an absolute bust after trying to draft for need in the 1st rd for the first time at DT in forever.
Just bad scouting of DTs/DL in general with recent Taco,Trysten Hill and now Mazi.
Need better talent evaluation period.
Back end/secondary more a mixed bag of hits and misses that I'm okay with.

Totally agree, especially with your last point about our continued wasting, year after year, of 2nd round draft picks.You make fair points. Coaching of course does matter. Player development is a part of that. So you’re right in stating its importance.
That said. On the list of problems the cowboys organization has right now, I would say player development is nowhere near the top. Talent acquisition and roster building strategy are much bigger concerns IMO
The recent cowboys have actually been decent at developing players. They have gotten a lot out of recent mid round picks and late round picks. More than most teams.
They need to stop whiffing on second round picks and actually bring in some difference making free agents.
The cowboys FO basically just sets their second round pick on fire most years. It’s killing us.
I will say that 30 coaches of any kind went to the NFC championship GAME AFTER leaving Dallas to coach a another team. Alot if players did the same. Dak and Tony have the sane amount of playoff wins. One constant? Who is the one oerson with the authority to get in the way of success by wanting his way? Jerry Jones. He destroys player development by his antics. All based around $$ and ignorance cause he doesnt know what he is doing. All the facts are right in front if his faceYou make fair points. Coaching of course does matter. Diggs is untradeable w/ his salary. That's a fan thing, thinking every player they deem as bad can be traded for something. No one is taking on that salary w/ his recent injury issues, especially considering that he was never great at coverage.It's been like a week and there's no motion on a Diggs trade.
