Build a team like the Niners and treat the QB like a RB and keep drafting them without giving them a second contract.
Exactly!

Draft a QB every three seasons and you always have a QB with a rookie contract.

Don't limit the value of a QB to only the bottom four rounds. In fact, most of them should come from the 2nd and 3rd rounds, occasionally a 1st rounder if warranted.

This results in a variety of valuable benefits from contract leverage to a stronger team through competition to a valuable trade commodity. The 'next' QB up should be young and talented enough to be a starter in this league.

By drafting a QB every three seasons the Cowboys will not be restricted by the demands of the starter nor the talent levels of free agents.

After the Wince fiasco it will be interesting to see what the Eagirls do with Hurts if he doesn't keep having a season like this year. Very possible he and the Eagirls offense get figured out by DCs next year .

That was never SF's plan. They gave up a ton for Lance. They weren't moving on from Garapollo because of money, but because they won in spite of him
Had Lance not gotten hurt early, they might not have made the playoffs
