If IOS had built-in flash support, a lot of app companies would design their apps in flash and circumvent the revenue sharing required to create IOS apps. I am sure Microsoft is hoping to cash in on the app market using the Apple App Store model or something similar and therefore will likely try to avoid flash support as well at least in the mobile versions of Windows 8.
