In a sense, I agree except the definition of "better" may differ. That's the problem with dealing in perceptions rather than a clear and meaurable criteria with which to compare.
Considering that they will have different levels of challenges based on coaching, teammates, opponent strengths, etc, a true and fair comparison is highly improbable. Therefore, there will always by controversy and debate over who the "better" quarterback is.
I'm sure the debate on "the better quarterback" is very popular topic for any team forum.
