It matters because of the games they might be interested in playing with it. You definitely want a decent amount of RAM and a decent graphics card if they're older than 9 or will be soon. Before that, I'd say make sure the computer in question will handle something like Minecraft with little effort or you'll probably be asked for a new computer daily.
My son didn't really use his laptop for homework until he got to junior high. My daughter still hasn't used hers for school. Both game on theirs, which is what I expected so I planned accordingly.

It has an Atom processor in it. That's an extremely weak processor.

There are many factors but get at least i3 processor.

I tend to lock down all technology. No downloads allowed without permission. But that's good to know. We don't need another tablet-based device.Keep in mind that the Chromebooks that were recommended don't use Windows. They are more like Android phones.
I think they can run apps that would run on phones but can't run Windows specific programs.
The good thing is that they don't tend to have problems with viruses, malware, etc. which can be a problem with kids that download any and everything and/or open emails with attachments.
