Actually, the "warm muscles" explanation is only half right. The other half is compression. Those tights are called compression pants. They also make compression shirts and shorts. By keeping a wrap on the muscle, you also reduce the chance of a pull. That's part of the reason why Under Armour shirts are so tight.
