WR is considered the non-QB position where on average rookies take the longest to develop.

Tolbert got action last week and had a catch. This is what happens when you draft players from small schools, they take time to develop. Especially WR’s.

Example: Jerry Rice, Terrell Owens and Randy Moss all from small institutions, all HOFers.
