He can't negotiate a new deal. He can absolutely negotiate an agreement to return to the team in exchange for a promise not to tag him in the future.
Why?
After July 15th, the Cowboys aren't allowed to negotiate with him anymore.
The awkward position for Condon is that he represents four elite receivers all trying to get a deal right now. Dez, Julio Jones, Demariyius Thomas, and AJ Green.
It's hard to "set the receiver market" when the same agent is negotiating for all four receivers.
