I can believe it.

What I can't believe is that somehow in this one country it can be legal in one part of it and illegal somewhere else.

That, to me, is a bigger concern.

Kind of like in some counties in some states the sale of alcoholic beverages is prohibited. Individual state's rights to govern themselves and establish their own laws is a part of what makes this country unique and great, IMO.
