Answer: Witten was given an overwhelming majority of all TE plays for whatever reason this past season. That's why.
Let's look at both Witten's and Jarwin's regular season stats...
2019 Regular Season:
Jason Witten:
REC YDS AVG LNG TD

Blake Jarwin:
REC YDS AVG LNG TD
31 365 11.8 42 3
Witten caught just over double the amount of passes than Jarwin caught (63 to 31), yet Witten barely managed to receive 164 more yards than Jarwin with a much lesser yards receiving average (8.4 to 11.8), much lesser longest catch (in yards: 33 to 42) and barely 1 more TD (4 to 3). Arguably, had Jarwin been given the same (double) amount of catching opportunities as Witten, Jarwin possibly could have doubled his total catching yards from 365 to 730 and possibly doubled his TDs from 3 to 6. That would have resulted in 201 more receiving yards and 2 more TDs for Jarwin over Witten.
With this all said, who truly would have best served the team to have received a majority of all TE receptions? Witten or Jarwin?
What different situations were Witten and Jarwin used?That’s an oversimplification because they were used in different situations for different purposes, but it’s true that Jarwin is better able to make bigger yardage plays. We all knew that without seeing stats.
