If memory serves, it's a human that spread the outbreak though, not the monkeys. The monkey's aren't contagious and don't spread the virus, it's passed from human to human – so I'm not sure why humans would decide to target apes in San Francisco when the disease is spreading around the world.
I doubt that the monkey's would even make the front page in a world where the human population is quickly going extinct due to a virus outbreak.
They also weren't gathering weapons.
