Imo. The “going to the ground rule” didn’t apply because he’d become a runner. The move of bringing the ball from above his head (and in complete control) to his shoulder to secure it, then beginning to shift it to his left hand was “time” enough to establish himself as a runner.The problem with the rule and how it was written left too much room to interpret it differently. I think the rule was meant for players diving or going down as they were catching the ball. Dez took 3 steps after catching the ball. But all while falling. You could call it either way by the way the rule was written. But I don't believe it was intended for plays like that. Which is why they revised it.
The going to the ground rule, which did not trump the catch rule, was the problem. The ref being seen as possibly compromised made him overcompensate and misapply this rule resulting in one of the best playoff clutch plays being erased by a dork not even at the game.
The ref 10ft from the play called it correctly. Overruling it without clear evidence is a whole other issue.
