It isn't that they are not serious. It's that they are delusionally married to their FA philosophy even though it hasn't worked. They will set new league standards to retain their own guy, but avoid any outside FA who has high value because they believe in their philosophy.

Yep, and combine that with a need to show they are football managerial genii (and 'win' every transaction), and a fear that going ALL-IN may eat into future profits we end up with this rinse and repeat perfect storm.
