The Olympics are heavily regulated with the surface being as similar as possible. The various universities aren't.
You are literally the only person I've ever heard flabbergasted that a 40 conducted outside of the combine doesn't count towards the combine results.
Teams go to pro days. Whether you've worked out at the combine or not. Teams also don't need to attend pro days to get results like 40 times that will become available to the entire league.
The reason they encourage all players to workout at the combine is to get a look at everyone on the same field.

Run on one artificial surface versus another, the NFL put this even on which means the times are more than valid. It's not like these guys are running on another planet, fake grass is pretty much fake grass anymore.
