1. fill in 'adequate' non-star replacements in areas of need
2. try to negotiate the stars to long term value contracts like dlaw, dak, etc
3. draft for improvement in areas of need:
2nd and 3rd rounds - bpa for dl, s
4th round and comp - bpa for dl, s and rb
5th and later - bpa for dl, ol, rb and te
