Most semi-civilized city/county/state governments are going to have a limit on when you can cash that check - say 90 days from the date of issue. After that period of time they'll process the transaction and offset the credit you didn't cash in on. I'm not 100% sure where this money goes but it wouldn't surprise me if it didn't go back into the general use fund.
