It really depends on how one looks at the question. In terms of devotion to their team, Philadelphia fans are the best--probably the best in the league. If one were to gauge them by their respect for the rest of the league or even towards some of their fellow fans, they are the worst in all of sports.

Cleveland Brown fans I would say are some hard core devoted fans. Modell may have taken the team but the fans rallied to get their team and the name. They just have ugly uniforms
