Who builds their own computers?

I'm in the market for a new desktop PC, and was looking at a user review of a certain Gateway model. Here's what they wrote:

"The internet speed download is fixed at about 10Mbs and runs around 9.75. I am paying for RR Turbo with has a download speed of 15.00 and this computer will not download faster than around 9.75, 9.45, etc. Otherwise it is a very nice and otherwise fast machine."

Brand new machines can throttle Net speed? I'm concerned because I have Verizon Fios with 25Mbs down and 15Mbs up.

The network card may be a 10mb card. But I thought most cards now were at least 100mb. Or their router might have been limiting it. Does it list what type of network card comes with that computer?

Yeah. That review of the guy saying his network is limited to 10 Mbps is probably on crack or has something configured incorrectly.

The only thing that I know still comes with 10baseT network ports are SOHO routers and modems and it's usually only the WAN port.

Anyone shipping any type of PC or network card with one is all kinds of fail.
