This team's philosophy is based around TE sets and have stuck with that idea. This team doesn't play to the personnel and it's strength's often enough and it will be limited if it doesn't fit into their base philosophy.

Swaim plays 93% of the snaps. Therefore a TE is in almost every down. Hard to go 2 in the slot with a TE. Which means no Zeke.
