The deadline for that is the date of the draft. So basically after the draft, this is no longer in effect and they can sign whomever they want without losing comp picks.
So obviously Cowboys, as well as other teams, will wait til after the draft to sign free agents they think will make it.

This front office purportedly signs fill-ins so that they are not locked into having to prioritize a position in the draft because they don't have a "capable" starter. They have taken care of that, so they likely won't add anyone else until after the draft and possibly not until they see how it goes in camp.Are they out on spring break????
