I would think a slight adjustment in the salary cap, i.e like the NBA where we can resign our players who have played their rookie contract here (doesn't apply to UDFA's) to contracts with 10% of it not count against the cap. So, we draft Cleetus Bumwater to play QB and he plays out his rookie deal. We sign him to a 6 year $100m contract, and each years SB and salary is %10 less, thus making it a 6yr and $90m deal.
I like it. That's actually a good idea.

I doubt the owners would go for it though.

To make it more simple, no cap on drafted players. You drafted him when he was available to all 32 teams, you can resign him completely free of any salary cap.

If the goal is to prevent teams from buying a championship, then you don't need anything more than a cap on what you spend bringing in players from other teams.
