I'd play Davis all day long over Zeke. However, the Dallas Cowboys are NOT a meritocracy. Nor, have they been since Jimmy Johnson's departure. It's an old boys club (a concept with which the owner is quite familiar), where playing time and media exposure are based on pay-tier, marketing value, and GM validation.
