It's simple. Allow celebrations where a charity or something is a part of the celebration.

It was all over the minute Joe Horn pulled a cell phone out of the goal post padding. I can understand limiting celebrations to a certain extent but the league needs to un-pucker the rectum a little bit.

I would have a few simple rules:
1. Celebration must stay in or behind the end zone
2. Celebration can't directly taunt a defender, opposing coaches or fans
3. Celebration can't exceed 30 seconds

Something along these lines...and let players have fun...be creative...
