The NFL is under no obligation to decide within 60 days

Goodell could and has extended the banishment with no explanation and he has also given a limited re-instatement that meant the player could practice but that is it....no games

Honestly speaking here, I don't think that will be the case with Gregory, and absolutely considering Goodell.

Not arguing your point, but I don't believe he would have put a 2,000 page application (as has been reported) if he was simply reapplying to get the clock running on another suspension. He would simply apply and wait out the next one.

I totally agree and I stated I don’t believe he has another failed test. I was simply pointing out why a player may apply for reinstatement even if he had failed another test.

He'll be coming to camp on his rookie contract if reinstated and then if he isn't the answer it will cost very little to release him 258K. If he shows promise he would only have a cap hit of 1.2 mil for the season. Either way it cost very little to see what he's got.

I am of the opinion that goodell, in an effort to show jerry and everyone else there are no hard feelings from last year, will treat the matter fairly and Gregory will be reinstated in time for training camp. it's the smart approach.

It's still mind boggling to me that it's over 6 months past the time he could have filed for reinstatement. He could have had his status known for the draft and free agency, been able to start discussing football related matters with the team again, use the team facilities, and participate in OTAs. Those opportunities have been wasted by a player who has reportedly been clean since July 2016. After being away for 2 years, that's not a good way to start trying climb out from behind the 8 ball.

Yes the league has 60 days to make a determination of reinstatement after the papers have been submitted. goodell extended his suspension after a second failed test while serving his first suspension. goodell can't extend his suspension without cause but he can deny his reinstatement but is unlikely since Gregory hasn't failed any other tests.

I agree that is what the rules say but Goodell simply sees them as suggestions

He could easily decide to extend the banishment into the season

RGregory should have applied last November when eligible.....all he did was waste 6 months to show that was 2 years clean instead of 18 months clean...... not worth the delay imo

I agree 100%.............. he wanted to pass some mythical 2 year clean deadline that isn't required

18 months clean would've been just as strong

all I's must be dotted. all t's must be crossed. letters of recommendation from people who might influence goodell must be assimilated. you have one chance to make a good first impression. where reinstatement is concerned, you have one last chance to make a good impression. you can go to church every week, confess, say a few hundred our fathers and hail Mary's and feel cleansed. but not in goodell's world.

I am not sure how much work is needed to apply for reinstatement but if he did 2 months back and cleared by now, he could be doing OTA with the team now. Instead he will be raw physically and mentally in training camp

No goodell can't extend it without cause. He has 60 days to make a determination and he can either reinstate him or deny his restatement but that is unlikely because Gregory hasn't failed another test. goodell can't change the NFL by-laws just because he wants to. If goodell does not reinstate Gregory I suspect there will be legal action taken because Gregory displayed he has lived up to the conditions needed to get reinstated. I'm not sure why you think that goodell can just make up when he decides but that's not the case.

If goodell denies the reinstatement then Gregory would have to reapply again in the future but again since Gregory hasn't fail another test it's doubtful goodell won't reinstate him and it's just my opinion but if goodell does not reinstate him I think either Gregory or the NFLPA will take that to court just like there were grumblings that the NFLPA was going to go to court if Josh Gordon wasn't reinstated.

Goodell can do whatever he wants

Bryant will be subject to a meeting with commissioner Roger Goodell or his representative, along with a league medical advisor who will make a recommendation to Goodell based on the strength of the case. The reinstatement process is designed to "enable the Commissioner to render a decision within 60 days of the receipt of the application," according to the league's Policy and Program on Substances of Abuse, but the process can take longer than that if necessary.

MBryant applied in Jan and still in August he wasn't given full clearance

The team-issued statement from general manager Kevin Colbert:

Martavis Bryant has been informed by the NFL that he is now permitted to participate in all preseason activities, including practices and games. He will continue to be evaluated as to his readiness to participate in regular-season activities under the terms of his conditional reinstatement.

That is good news. But there is a massive catch inside the statement. Bryant is not yet cleared for full reinstatement. There is a nice angle to that, however, as it's believed that Bryant could be reinstated within several days.

1/2016 suspended for at least one year
1/28/17 applies for reinstatement
4/25/17 gets partial reinstatement
8/9/17 gets full practice rights
9/1/17 officially cleared to play

Where are all these conditions in the rules?

Don’t get too excited yet. It would be nice if he could at least become a good situational pass rusher.
