Playing it conservative. There's a big difference from your example. The Jags had 55 seconds on the clock 1st down and 2 timeouts. Could've made an attempt to get in FG range and put some points on the board. Instead they're taking a knee. Exactly something Garrett would do.
In reality, the specific situation Pederson is criticizing is what Garret did in Washington right before the half that resulted in a fumble recovery for 6. And Garrett was vilified for it.
