Actually, that looks like the maneuver of either a woman....or an older woman. Men tend to drive more recklessly, at a higher rate of speed, which is why they have higher insurance rates.

I meant all the other drivers having accidents trying to avoid her. I've read that insurance rates are higher for men do to them having larger more expensive accidents and women have the fender bender types. Nobody was hitting the person stopping on the highway.
