Of course it's happening.

Not only does Jerry have to be comfortable with a yes man as HC, but now we have to make sure Garrett is comfortable too with a yes man as OC.
Heaven forbid we hire a quality OC for fear he may end up becoming a threat to Garrett.

Obvious difference is Payton is no longer an up and comer looking for an opportunity to make a name for himself. Back then he was just looking for any opportunity and had no status that would allow him to do things on his terms.
