Garrett should have been fired after his third season. Three straight years of 8-8 and losing the last game with the playoffs on the line. Not to mention the defense was historically bad that third year.

He also should have been canned after 2015 when he mustered 1 win without Romo. You see what teams with good coaches do when their QB goes down.

But until Jerry stops meddling it won’t matter.

Garrett isn't the issue. He's also not the savior. Jerry's decision to allow unqualified assistants lead prominent position groups/roles caused a huge lack of coaching that Garrett can not fix. He can't fix it cause he doesn't have the authority to make coaching changes and if this continues with the next HC it will be more of the same.
