In fact, it is not legal. 47 States have CAPTA guidelines that address such things. That is a completely false statement but, it is clear we are not going to agree. I will leave it at that Eric.

you moved the goal post. I know you would rather just make stuff up then admit your mistake.

it is legal to be drunk. it is not legal to be drunk and operating a motor vehicle.

CAPTA deals with children. my point that being under the influence of drugs did not once mention while being the primary caregiver of a child. you made that extra part up because your argument is ignorant otherwise.
