I think they need to change that call. It should be a judgment call, which is reviewable just like they do in college before they eject a player.
I say this because linemen are always trying to swipe the ball out of the quarterback's hand, particularly if the quarterback is trying to throw the ball. What if you swipe after the ball but hit the quarterback in the head instead? Should that be a penalty? Of course, not.
The intent behind the rule is to stop defenders from purposely targeting the quarterback's head. It's not to protect them from the occasional touch of the helmet due to pursuing the quarterback.
It should have been called, but I'm glad it wasn't.
