He makes a quick attempt at a look off at Witten before he makes the throw, but it wouldn't fool anybody. Three people in this thread pretty convinced he stared down Hurd. Staring down Hurd would mean the entire time he looked at Hurd which he didn't.
Even before he steps into the throw he takes a final glance at Witten.
