How about you address why Rob Ryan thanked Tom Ciskowski twice in interviews late in the season. Why would he do that per your scenario? Why wouldn't he thank the man who signs his check who per you picks the routes we are taking?
You can't have it both ways.
Well then we agree on Ciskowski's job description. He and his scouts gather information on players and present them to the decision-maker, Jerry (much like any GM does with his staff). I've never disputed that he's the guy doing the legwork. Rob thanked Tom because he scouted the players. He also probably wanted to give a little public love to a guy who due to the nature of his job, who is almost always behind the scenes.
The point I want addressed is about setting the direction for the franchise. You can't boil a GM's duties down to just who makes picks. It's about deciding to go all cornerback in a draft, or all special teams in another, or to make Quincy Carter the next Michael Vick, or to saddle assistant coaches to your head coach (which you're probably about to see with your boy Garrett). So Ciskowski can work his fingers to the bone on scouting tape, but if Jerry says "we're pretty much set on offense and defense, let's get some special teams in this draft" then there's only so much a scouting staff can do.
