I was a student at Tech during Welker and Amendola's careers and InmanRoshi is dead on with his assessment.
In and around Lubbock, Welker was by far the most popular player since Zach Thomas. His punt return abilities were unrivaled and he seemed to always be a threat to take it to the house thanks to his uncanny ability to make would-be tacklers miss. The atmosphere in Jones Stadium when he was back to return a punt was beyond electric.
When Amendola's career was starting here, Welker was finishing up, and the hype about Amendola being the "next Welker" was big in Lubbock. In one of the first games as the new punt returner, he took one to the house and the comparisons only increased. From that point on, he would make a lot of people miss on his returns but would always get tripped up or caught from behind by the last guy. He ended his career with that one punt return for a TD and the hype surrounding him died off and he became just a solid slot receiver / punt returner. The difference in their careers at Tech was obvious to anyone who followed the program.
That is not to say that Amendola doesn't have a chance of having a good NFL career. It is just that to say he has the same skill set as Welker because they were both undrafted is delusional.
