Expense is indicative of what those teams value, not how good the players are. The good defenses (Houston, Minnesota, Seattle, Cleveland) predominantly value passrushers and corners. Having good safeties is nice, but they do not use premium draft capital on them.
 
If that becomes our options - you are skipping down the isle to tuen in the card. Cannot go wrong with either, but I would go Bain.

There aren't enough safeties drafted with "premium" picks to do that.

The fact that so many Edges miss in the first round proves the point that they are more valuable because teams are willing to take a risk on them.
