If you watch the post game interview, Nooch said it was a cover 2 so he purposefully dropped the ball in the 'hole' in the zone. He wasn't trying to go over the top. So based upon his read, the throw was very accurate. You can question the read, but it's easy to do that once the ball is almost to the receiver. I'm not convinced Copper was going to blow by the safety and when Nooch decided to make the throw, he clearly assumed he wasn't going to, which is a logical conclusion based upon a Cover 2.
'Reads' on where to throw the ball (before the play breaks down anyway) are primarily based upon coverage. Cover 2 it is the right read and the right throw.
