Well, this is sorta the category of 'single instrumental that got captured'. Because you can be almost sure that the best ones got away, living only in memory.
Best instrumentalist/soloist instead? I feel that Richard Thompson is the best guitarist around, possibly ever. Both electric and acoustic, he spans a gigantic variety of styles. And here's some examples why. Oh, and every solo he does is an improv...
Though John Mclaughlin can make a great technical case as well.
