It was a good question and the Cowboys should be second-guessed on it.
The guy wanted to come 'home' to play in Texas and the Cowboys screwed-up and didn't sign him, instead choosing to keep a fat bum like Montrae Holland around for weeks until he proved many of us correct and was sent packing.
And now Waters is a key contributor to the machine that is the New England offense.
And Dockery looked terrible in his one game of action and then got hurt and missed significant time.
But the apologists of course want to 'move on'.

- The Cowboys wanted to take a flyer on a veteran lineman for backup/fill in purposes in case Nagy and/or Arkin did not pan out.
- They considered Waters and Dockery, in addition to a few other candidates most likely.
- Waters wanted a multi-year respectable contract.
- Dallas wanted a guy for one year, vet minimum.
- Dockery took it. Waters didn't.
- If Dockery panned out, then Dallas could sign him for a couple years as insurance. Waters most likely not, because he probably only has one year left in him.
