OMG! Just watching the Gibbs press conference, and he was asked if they were allowed to punt there, and he said "No, you have to kick off the tee." The questioner says, "so why were you trying to have him punt?" All Gibbs can say is "well, we needed to do it the other way."

Very awkward... basically he had to admit that neither he nor the special teams coach knew the rules and they were trying to have the punter make an illegal kick. He came across very clueless and inept. Extremely embarrasing for him... no other way to state it. You can tell no one wanted to follow up with the obvious questions about his grasp of the game at that point.

On a kick off I don't think you have to allow the receiving team the chance to field the ball unless the receiving team calls for a fair catch. Once the ball is kicked it becomes fair game for either team within all the applicable rules such as it must go ten yds, stay in the field of play etc.
