I thought if you had control of the ball at any point in the end zone it was a TD. So if he had control of the ball on top of Samuel's body before he rolled over to the ground it would be a TD.

It's the same idea as when Moss 'caught' that TD against us but it was called back. He had it until he hit the ground and it bobbled. You have to finish the play, and since the whistle wasn't blown, it wasn't "finished."
