Bingo! Simply put, they try to get cute, thinking they're cheating the process by gambling on certain players. They passed on some solid players over the years that could have truly made a difference.
Yup. Go look at who was available after Kelvin Joseph. But because the team didn’t fill the holes needed during FA, they had to reach for a CB. That’s just one example. There’s plenty. I won’t even get into Jaylon smith.

If you sum up day 1 and day 2 picks, below is the 2012 through 2021 hit rate on acquiring a all-pro or pro bowler across the NFL. The drop-off from the 1st to 2nd round is big. The Cowboys have done fairly well in the 2nd round drafting 3 Pro Bowlers and 1 all-pro over that time. 1st Round has netted 4 All-Pros and 7 Pro Bowlers. That's a 44% hit rate on an All-Pro over that time and 78% of the time with a Pro Bowler. The only 1st rounders to not make a Pro Bowl over that time period are Taco Charlton and Morris Claiborne. In the 2nd round that's a 10% all-pro hit rate and 30% Pro Bowl Hit Rate. If you want to exclude Jaylon Smith they're still slightly better than league averages in the 2nd round. :)

1st Round:

All Pro: 14%
1+ Pro Bowls: 37.5%
2+ Pro Bowls: 23.4%

2nd Round:

All Pro: 4.7%
1+ Pro Bowls: 15.3%
2+ Pro Bowls: 6.9%

3rd Round:

All Pro: 2.7%
1+ Pro Bowls: 11%
2+ Pro Bowls: 5.1%

Interesting that Wilcox didn't make the starter list. Without looking it up I'd have guessed he started more games than any of those guys, certainly played more snaps.
Always felt like he started due to injury and wasn’t a top of the depth chart guy but we were pretty lean at S for a number of years so wouldn’t surprise me.

I have zero intention of teaching anything. I made a pretty simple claim, threw out some supporting numbers and when you pressed me on it I gave three references including one with a chart that lays out the data I shared.

You didn't support anything. You said the Cowboys actually fare pretty well in comparison to the rest of the league on Day 2. Then failed to provide zero evidence for the claim like I knew you would.
