I think they want to keep Carr where he is because they want to get his cap hit out of the way so they have the flexibility to cut him next year.

Spot on....he was so bad last year that if he repeats that performance he'll be gone. Better to keep him where he's currently slotted. If he bounces back and plays well this year, THEN restructure his deal for the future (maybe)

If they wanted to do anything with Carr in particular, I think they would have done it already.

Several of those players don't need there contracts restructured. The team would be tied to these players for a longer period of time and it would be harder to trade or cut ties with these contracts.

They should create as much room as possible with the restructures. It gives them the most flexibility in FA and can pounce if they find a bargain. If they wait to create room as they need it, they may miss out.

Since they can roll-over any money they don't use, there is almost no risk in creating the space. Take Carr for example: if they restructure they save 5m this year. If they don't use it, they roll that 5m to 2015 where Carr's cap hit increased by 1.5m because of the restructure. If they use all the space(highly unlikely) the cap is expected to go up by another 7m next year and a few high priced contracts will be gone.

It is better to have the space and not need it, than to need it and have it. They can't create space once the season starts except with new contracts and new guarantees. And they can use excess space to get a jump start on extending Dez or TSmith and could eat 20% of their signing bonus a year early.

If the Cowboys restructure the following, they would be 21.5M under the cap:
Carr
Witten
Free
Ware
Orton

If Ware and Orton were cut the 21.5M would be reduced to about 19M.
They can gain 5.5M by making Austin a June 1st cut.

The total would be 27M under the cap.

Considering the rule of 51 and a 5% increase from the contracts for 2013 draft pick, it will require about 2M of cap space to sign all draft picks. This is usually done after June 1st.

Obviously, they wouldn't spend it all on free agents because they have to consider the future cap ramifications and the need to re-sign their own players like Dez and Tyron.

Considering that the 1st year cap hit of Carr's 50M contract was 3.2M, the Cowboys could do anything they want to do in free agency and fit it under the 2014 cap.

I think if we really wanted to go after a few players, we have the flexibility to do so as you said. not as good as some others, but still can.

if we can target
Hatcher,
Spencer,
Melton,
Byrd,
Schwartz (I think that's the guard from KC)

byrd will be over priced, but it fills a huge gaping hole in the defense. so not advocating we sign him, but it would be nice wouldn't it :)

then we can go into the draft with BPA mentality, and add depth/youth to the DL and LB spots

Considering the window this team has in Romo and his age/medical condition, should this be an all in year?

Glean the best free agents you can wrangle, move in the draft, up and not down. Push all 21 mill in the middle, and then sign Waters if he'll play, as insurance, just to be sure.

While I normally operate with a healthy dose of skepticism regarding the operations of the management of this team, could they turn this around for one year and make a run?

I think so, but it would require clever shopping in FA, with restructuring to get the most dollars available. And a commitment to the draft, working it with the intent of selecting a few premium players and not this baloney of trading down because more bodies equals taking fewer but better players.

Any thoughts?
They should sign YOUNG free agents if they work out reasonable contracts.

They shoild be building with the idea of peaking in in 2015.

A non playoff team should not go all in. If they make it to the playoffs in 2014, then going all in for 2015 might be a good idea considering Romo's status.

Agreed, I would only restructure Witten even having lost a step. Free should be upgraded ASAP (hopefully in early rounds of the draft). Carr needs to playout this season @ this salary so he can be cut next season; if need be.

Restructuring a player does not really tie the team to the player the following year. In most case it frees up money when a player is cut even if there is significant dead money because not having that players big base salary usually offsets the dead money. Ware is a good example. Despite 8.5M in dead money, they freed up 7.4M by cutting him.

There are rare occasions where losing the base salary does not completely offset the dead money, but that would still only force the team to keep that player if they had already max restructured everybody else. Last year was the only time that the Cowboys have ever basically max restructured everybody, but that was due to the 2nd franchise tag for spencer.

So what are they waiting for? Why not restructure these guys and put some pieces in place?
