From what Ive read, the Raiders are on a budget til they move to Vegas and don't have the liquid funds to put large dollar guaranteed contracts into escrow as required.

In my opinion that is why they traded Mack and now Cooper. They can't afford the $40 to $60 million in guaranteed dollar needed to sign each of them.
