I think the move can only be blocked if it's a parallel move. A move from OC to HC is upward obviously.

If Jerry makes Moore an assistant HC he might be able to keep him in Dallas. I’m not totally sure how it works, though, as far as assistant HC and lateral moves.

Would be shocked if they hire him with as little experience as he has. He hasn’t even proven himself as an OC yet. Just don’t see him being ready to take over as an HC.
