He's scared to pull the trigger. I think that's been his problem. I can understand playing it safe, but you gotta be confident that you can make such plays. Otherwise, you'll get killed in the long run.

Washington should have accepted the penalty and tried to force another negative play on 3rd down to make it a longer FG attempt. With this struggling offense, it would have been a good risk. The risk was worth the reward there, if you decline then it's a layup FG
