It's because those players won significant individual awards and were great for a long period of time. QBs that are above average and cant stay healthy like Romo and Wentz will miss the HOFOnly QBs are judged by what the team does.
Revis is likely going to the hall, despite only playing 1 year on a relevant team. Barry Sanders, Tim Brown, Larry Fitzgerald, Joe Thomas, JJ Watt, possibly London Fletcher all hall of famers despite playing on forgettable teams.
