Like always, the defensive package will depend on the offensive personnel, not what the defense wants to do. 3+ receivers = nickel or dime. 2 or less receivers = 4-3. The team isn't going to be playing in nickel when the other team has 2 TEs and 1 WR on the field, so whatever we line up against will determine how much we run what package.
