So round 1/2 could be CB/CB?BPA. This scenario you are taking Willis because he js your highest rated player
My answer is Yes to a true BPA. That means that player is a tier above the other available players.
The Cowboys do something like:
R1-1
R1-2
R1-3
R2
R3
.
.
.
They might have tiers in R2 also, I don't remember. I think some teams have 2 tiers in R2. At some point it's just by round, but it's definitely tiers in R1.
In your scenario at #60, Willis would be their only R2 player remaining and everybody else is R3. If they have more R2 players remaining, then a different position is likely the pick. If they use tiers in R2, then that would come into play; although, the top half of R2 players on their board would likely be gone by #60.
Ciscowski once explained their tier system. I guess it could have changed with McClay but I doubt it. Side note: Ciscowski was not a people person based on his interviews. It seemed fairly obvious why he and the coaches were not on the same page that year of the Fred draft.
