Because highschool's and college's tend to put their best athletes at QB and the guy also has a cannon for an arm.

He's one of the guys working out returning kickoffs, but this year they have some guy named Pacman that is top 2 in the league as a punt returner and can also return kickoffs. They also have a rookie rb that is thought to be an elite kickoff return guy. The two rookie corners are pretty good at it too.

Because he was playing QB... most coaches consider that position more important than WR, especially in college...
