Not many head coaches have final say power. I can only think of one off-hand. This was clearly the case where reasonable minds can differ (Houck vs. Solari) and the man with the final say made the final decision. Well, that just makes no sense, as teh base of the tower is significantly wider than the top. If they jumped off, they'd bounce off the tower, likely killing themselves.
Oh, to get this back on topic, Houck was a good hire. Thomas or Thurman would be good hires as well.
