This year, the most run dominant team was Baltimore ... with a ratio of 52.3 rush to pass. In 2022, there were two teams that ran much more -- Chicago at 59.7% and Atlanta at 57.4%. They both were last in their division. League hasn't seen a ratio like you suggest in a long, long tiem.
